SHORT DESCRIPTION: Rejection of San Miguel to Elm Creek 345 kV Double Circuit Pre-Contingency Action Plan (PCAP)

INTENDED AUDIENCE: All Market Participants

DAYS AFFECTED: May 31, 2023

LONG DESCRIPTION: ERCOT is rejecting this PCAP because it does not meet the Constraint Management Plan (CMP) criteria stated in the Protocols Section 2.1, Definitions . The definition of CMP includes the following relevant language: "CMPs may be developed in cases where studies indicate economic dispatch alone may be unable to resolve a transmission security violation or in response to Real-Time conditions where Security-Constrained Economic Dispatch (SCED) is unable to resolve a transmission security violation."

The constraint that this PCAP is designed to mitigate is resolvable by SCED and therefore, the PCAP does not meet the CMP criteria.
