SHORT DESCRIPTION: Error Identified in Calculation of Controllable Load Resource  and Non-Controllable Load Resource Values Used in Ancillary Service Imbalance Payments and Charges

LONG DESCRIPTION:  ERCOT has identified an error in the following billing determinants impacting Real-Time Ancillary Service Imbalance Payments and Charges:

Instead of using the average of the four-second telemetered net power consumption values over each 15-minute interval, as provided in paragraph (7) of section 6.7.5 of the ERCOT Protocols, Real-Time Ancillary Service Imbalance Payment or Charge, ERCOT’s systems averaged these four-second telemetered values over a four minute duration, thereby reducing the 15 min average values to approximately 1/4th of their value for the last interval (96th interval) during database model load days.  This issue was limited to Controllable Load Resource and Non-Controllable Load Resource data values used in the calculation of Real-Time Ancillary Service Imbalance Payments and Charges.  ERCOT developed a solution to the issue, which was implemented April 4, 2023.

ERCOT identified two Operating Dates, November 8, 2022 and November 15, 2022, that were financially impacted. Data will be corrected on the True-Up Statements for each of these Operating Dates, which will post on May 8, 2023 and May 15, 2023, respectively. 

Given limitations in the availability of data for the affected period prior to November of 2022, ERCOT has determined that it is not practicable to precisely determine the impact of the issue on Market Participants. Other than the two Operating Days identified above, ERCOT has been able to determine no other financial impact occurred between November of 2022 and April 4, 2023, the date ERCOT implemented a solution to the issue.
