NOTICE DATE: August 25, 2023

NOTICE TYPE: M-C082523-01 General

SHORT DESCRIPTION: Changes in multi-factor authentication for access to the Resource Integration and Ongoing Operations - Interconnection Services/Resources Services (RIOO-IS/RIOO-RS) application

INTENDED AUDIENCE: All Market Participants, User Security Administrators (USAs), Resource Entities

DAYS AFFECTED: August 25, 2023

LONG DESCRIPTION: Due to issues reported with Short Message Service (SMS) messaging and changes being implemented by ERCOT's multi-factor authentication (MFA) vendor, ERCOT is encouraging users to configure a method of MFA other than SMS messaging as soon as possible to avoid issues accessing the RIOO-IS/RIOO-RS application.

ACTION REQUIRED: ERCOT recommends that users utilizing SMS messaging as their MFA method to access the RIOO-IS/RIOO-RS application contact the ERCOT Service Desk at [log in to unmask] to request a reset of their account's MFA setup. Users contacting the ERCOT Service Desk to request a reset of their account's MFA setup must mention "RIOO-IS/RIOO-RS application MFA" to ensure their ticket is routed appropriately. Once the MFA reset is complete, users should configure either the Auth0 Guardian application or the Google Authenticator application on their mobile device.

Configuration instructions can be found in the document titled Managing Your RIOO Services User Account, which is located in the RIOO Documentation section of https://www.ercot.com/services/rq/re/ and https://www.ercot.com/services/rq/integration/.

ADDITIONAL INFORMATION: In order to comply with the United States Telephone Consumer Protection Act (TCPA), on September 1, 2023, cell phone providers will begin blocking messages from numbers that are not properly registered and associated with an approved purpose, which will impact the deliverability of SMS messages used for RIOO-IS/RIOO-RS MFA. ERCOT is in the process of registering the numbers used to send its SMS-based MFA messages, but this process will not be complete before September 1.

CONTACT: If you have any questions, please contact your ERCOT Account Manager. You may also call the general ERCOT Client Services phone number at (512) 248-3900 or contact ERCOT Client Services via email at [log in to unmask].
