SHORT DESCRIPTION: Temporary Extension of Provisional Qualification for ERCOT Contingency Reserve Service (ECRS)
INTENDED AUDIENCE: Qualified Scheduling Entities (QSEs)
DAYS AFFECTED: 10 day response deadline to respond to ERCOT inquiry
LONG DESCRIPTION: ERCOT worked collaboratively with Market Participants prior to the implementation of ECRS on June 10, 2023 to mitigate risks while implementing a new Ancillary Service. Prior to ECRS go-live, ERCOT recognized the time constraints for both ERCOT and the QSEs to individually test each Resource for ECRS qualification. ERCOT worked with each QSE to identify the population of Resources identified for ECRS qualification and then leveraged the concept of sample testing of some Resources for each QSE to then provisionally qualify the remaining Resources for 90 days (per ERCOT Nodal Protocol Section 8.1.1.1 (3)). The 90 -day provisional period has now elapsed, and ERCOT has identified Resources that were not deployed during the provisional qualification window. Rather than allow the provisional qualification to expire, ERCOT is temporarily extending the provisional qualification of those Resources in order to allow them an opportunity to qualify. ERCOT will be contacting QSEs' Authorized Representatives with a list of Resources that are not yet fully qualified to confirm whether they desire to become qualified and to schedule testing for those remaining Resources.
QSEs will have 10 calendar days to respond to ERCOT's request and must indicate which Resources they want to fully qualify and support scheduling the testing of those Resources in the coming weeks.
