SHORT DESCRIPTION: Reminder of Upcoming Submission Period for Declaration of Preparedness - Transmission Service Provider Winter Weatherization

INTENDED AUDIENCE: Transmission Service Providers (TSPs)

DAYS AFFECTED: November 1, 2023 to December 1, 2023

LONG DESCRIPTION: Each TSP must submit a Declaration of Preparedness no later than December 1, 2023. The Texas Administrative Code (16 TAC §25.55(f)(3)(A)) requires each TSP to summarize all activities it performed to complete the requirements of 16 TAC §25.55(f)(1) for, "every transmission-voltage element inside the fence surrounding a high-voltage switching station or substation owned or operated by the TSP." The requirement applies to all facilities operated at 60kV or above.

ACTION REQUIRED: ERCOT will use DocuSign to collect all Declarations of Preparedness. The Authorized Representative for each TSP will receive one DocuSign envelope for all substations/switchyards associated with the TSP in the ERCOT model. ERCOT will post the following to the Requested Information location within the Market Information System (MIS) Certified Area:

ERCOT pre-populated Appendix A with all substations/switchyards associated to a TSP based on ownership and operatorship of equipment at the site. A substation will be associated to a TSP if it owns or operates any “transmission facility” (defined in 16 TAC §25.55(b)(10)). A single substation/switchyard may require a response from multiple TSPs to cover all transmission facilities at the site. If a TSP is responsible for another TSP's transmission facility, each affected TSP should describe that relationship in the “Comments” column of Appendix A.  

TSPs must download the attachments from the MIS, complete the Appendix A, print the Declaration, get it signed by the highest-ranking representative, official, or officer with binding authority for the TSP, and have the Declaration notarized. The completed documents must be attached to the DocuSign envelope and timely submitted to ERCOT.

In accordance with 16 TAC §25.55 (f)(4), ERCOT will report in its public filing with the Public Utility Commission of Texas any TSP that fails to timely submit a properly completed Declaration.

DOCUSIGN ATTACHMENT LIMITS: Max size: 25MB; Total max size: 100MB; Max attachments: 20 files.
