SHORT DESCRIPTION: Implementation Details of NPRR1026, PGRR081, NPRR1164, RRGRR033

INTENDED AUDIENCE:  All Market Participants

DAYS AFFECTED: November 19, 2023

LONG DESCRIPTION: On November 19, 2023, Protocol language associated with Nodal Protocol Revision Request (NPRR) 1026, BESTF- 7 Self-Limiting Facilities, will be partially implemented, and Planning Guide language associated with Planning Guide Revision Request (PGRR) 081, Related to NPRR1026, BESTF-7 Self-Limiting Facilities, will be fully implemented.  Implementation will be limited to Generation Resources and Energy Storage Resources in the Generator Interconnection or Modification process.

Specifically, the Protocol language in the following sections associated with NPRR1026 will be implemented on November 19, 2023:

The remaining Protocol language related to NPRR1026 will be implemented on March 1, 2024.

Under PGRR081, Interconnecting Entities will need to indicate in the Resource Integration and On-going Operations (RIOO) System whether their Resources are part of a Self-Limiting Facility.  Self-Limiting Facilities are subject to a MW Injection limit defined by the Resource Entity or Interconnecting Entity and may also be subject to a MW Withdrawal limit.

Additionally, on November 19, 2023, language and system functionality associated with NPRR1164, Black Start and Isochronous Control Capable Identification, and Resource Registration Glossary language associated with Resource Registration Glossary Revision Request (RRGRR) 033, Related to NPRR1164, Black Start and Isochronous Control Capable Identification, will be implemented. 

NPRR1164 requires that Resource Entities identify whether a physical Resource has the potential capability (even if unverified) to be called upon or used during a Black Start emergency or if it has the capability for isochronous control, requires that Resource Entities and Transmission Service Providers (TSPs) identify if a breaker or switch has a Synchroscope or Synchronism Check Relay, and defines the terms Black Start Capable Resource, Isochronous Control Capable Resource, Synchroscope, and Synchronism Check Relay. 

RRGRR033 adds the following requirements for Resource Entities to update in the RIOO System. Each Resource Entity should identify whether its Resource is:

In the RIOO System, each Resource Entity should therefore identify if a modeled breaker or switch it operates  or directs the operation of utilizes a Synchroscope and or Synchronism Check Relay.   

On December 1, 2023, Protocol language associated with NPRR1164 and Resource Registration Glossary language associated with RRGRR033, will be implemented.

ACTION REQUIRED:  Upon implementation, Resource Entities and, in the case of Self-Limiting Facilities, Interconnecting Entities, should update their Resources' information in the RIOO application to comply with the requirements stated above. TSPs should continue to update the Network Operations Model to identify if a modeled breaker or switch it operates or directs the operation of utilizes a Synchroscope and or Synchronism Check Relay in accordance with arrangements identified in the Network Data Support Working Group (NDSWG) meetings.

ADDITIONAL INFORMATION: TSPs can continue their current progress in updating the information for their breakers or switches in accordance with arrangements identified in the NDSWG meetings and should not wait for the RIOO implementation to occur since the Network Operations Model can already accommodate the breaker and switch information needed to comply with NPRR1164 and RRGRR033.

Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
