SHORT DESCRIPTION:  2024.MAR.Monthly.Auction network model information

LONG DESCRIPTION:  The RAW file posted with the 2024.MAR.Monthly.Auction network model was manually modified to include high impact outages that changed the normally open status of equipment to closed.

These manual changes were necessary because the Topology Processor does not recognize outages when the equipment Resource Description Framework Identifier (RDFID) listed in the Common Information Model (CIM) does not contain braces, { }. This issue will be resolved in future RAW files with an update to the Topology Processor.
