SHORT DESCRIPTION: Request for customer email addresses in Customer Billing Contact Information (CBCI) for February

LONG DESCRIPTION: As directed by the Public Utility Commission of Texas (PUCT), ERCOT is preparing to conduct a Value of Lost Load (VOLL) survey for the ERCOT Region. ERCOT has engaged The Brattle Group (Brattle) and its survey administration subcontractor, PlanBeyond, to perform this survey. The proposed VOLL Survey Work Plan was filed in PUCT Project 55837 on December 7, 2023, and included options for distribution of the survey to customers. Under Option 3, Brattle and PlanBeyond would utilize Customer Billing Contact Information (CBCI) data held by ERCOT to distribute the survey to customers in competitive areas of the ERCOT Region. PUCT Staff filed a memorandum on December 11, 2023 recommending that the PUCT accept ERCOT's proposal to use Option 3 to conduct the survey.

At the PUCT's December 14, 2023 Open Meeting, the Commissioners endorsed the use of Option 3 to distribute the VOLL survey to customers. To maximize the available customer contacts for distribution of the VOLL survey, the Commissioners encouraged CRs to include customer email addresses in the January and February 2024 CBCI submissions.

ACTION REQUIRED: CRs are requested to include any customer email addresses in their possession in the CBCI files submitted to ERCOT in February 2024.

ADDITIONAL INFORMATION: At the PUCT's January 18, 2024 Open Meeting, the Commissioners endorsed beginning VOLL survey distribution to customers in mid-March 2024. Additional information on the VOLL study is available in PUCT Project 55837.
