SHORT DESCRIPTION: Partial Implementation Details of NOGRR247, Change UFLS Stages and Load Relief Amounts

INTENDED AUDIENCE: All Market Participants

DAYS AFFECTED: March 11, 2024 and thereafter

LONG DESCRIPTION: On March 11, 2024, Nodal Operating Guide language associated with Nodal Operating Guide Revision Request (NOGRR) 247, Change UFLS Stages and Load Relief Amounts, will be partially implemented. Specifically, all NOGRR 247 language will be implemented with the exception of the second grey-boxed language for Table 1: Standard UFLS Stages.

NOGRR247 modifies the ERCOT automatic Under-Frequency Load Shed (UFLS) program by increasing the number of Load shed stages from three to five and changing the Transmission Operator (TO) Load relief amounts to uniform increments of 5% for each stage.  NOGRR247 also adds a UFLS minimum time delay of six cycles (0.1 seconds).

The remaining Nodal Operating Guide language related to NOGRR247 will be implemented at a later date, but not sooner than October 1, 2026.

ACTION REQUIRED: Impacted Market Participants should start making changes to incorporate the UFLS changes made by NOGRR247.

ADDITIONAL INFORMATION:  Pursuant to Nodal Operating Guide Section 1.3.5, Nodal Operating Guide Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
