Please note that a January 24th OWG/OCWG joint meeting has been posted to the ERCOT calendar. One of the agenda items will be to continue the discussion on having OWG absorb the HITE list process from OCWG. There are two documents posted to the January 24 joint meeting page for discussion that day. Thanks and please feel free to call or email with any questions.
I wanted to ensure everyone is aware that ROS has asked us to explore the possibility of allowing the Operations Working Group (OWG) to absorb the HITE list process from OCWG.
OWG will be discussing this at its meeting this coming Wednesday (Nov 14). Please tune into the discussion if you have an interest, or feel free to reach out to me directly with any input or concerns.
Attached is the revised MTE list ERCOT has prepared based on our discussions during the August 14 OCWG meeting. If you proposed to add or remove MTEs, I would encourage you to check the attached file to make sure your items were correctly added or removed as agreed upon by the working group. An updated MTE list is posted to the main OCWG web page (link provided below) based on the additional comments we received after the version that went out last week.
The public submissions have been posted to the August 14 OCWG meeting page. If you provided a submission and you don’t see it posted, please let me know.
As a reminder, this next week leading up to the August 14 meeting will serve as a review and comment period on the submissions received. On or before Monday, August 13th, please send a note to the OCWG list serve regarding any MTE additions/removals submitted by another market participant that you are disputing, have questions about, or that you would like to discuss during next week’s OCWG meeting.

Good morning Martha, I would like to submit the request to have the two lines referenced below removed from the HITE list due to the following reason listed below.
• Turnersville-Lytton Springs – There was a simultaneous outage of the AE’s Slaughter Lane – Lytton Springs 138 kV line (overload is Lytton Springs-Pilot Knob 138 kV) • Fayette Plant 1-Fayetteville –There is now a second tie between Fayette Plant 1–Fayette Plant 2 345 kV T653 (overload is Fayette Plant 1-Fayette Plant 2)

STEC is requesting removal of 7 elements from the HITE list. These 7 are shaded yellow in the attached spreadsheet. One element is shaded yellow, San Miguel Auto ATA, that we are not requesting removal of the element, but we think that one of the Contingency/Overload pairs is not significant to this element and should not be listed.

It's time to select a Chair and Vice Chair for OCWG for 2018. Since there is no meeting scheduled this month, we will attempt to conduct the leadership selection process by email.
Please send Chair and Vice Chair nominations to the list serve by Friday, January 19th. If we receive multiple candidates for either position, I will schedule a meeting or WebEx later this month to discuss the candidates to reach consensus on the 2018 leaders.

Please find attached the updated 2017 MTE list after processing the Private Addition Requests. A new Source type called ADD is created (in column H of sheet MTE) to quickly identify the approved Addition Requests. These elements do not have certain information such as Congestion Date, Outage Type, etc. Please let me know if you have any questions.
I'd like to double check the August meeting date. Martha's email on 6/23/17 says 8/1/17 but I see two August 2017 dates on the OCWG webpage - 8/1/2017 and 8/17/2017.

There are two OCWG meetings scheduled for August (8/1 and 8/17) to review the addition and removal submissions provided by market participants. I expect we can plan to review Austin Energy's submissions on August 1 since they were submitted two weeks prior to the meeting.
As before, I would request any market participant who opposes or has questions about any of AE's submissions please provide written comments to the list serve within two weeks, by July 31st.
Attached are Oncor’s comments and suggestions to the initial MTE Seed List. Our suggestions for removal are based on transmission upgrades and completed new construction to the grid. In addition, removals are also suggested based on past results indicating that no Real Time congestion was observed during the corresponding outage.
Based on our meeting discussions last week, an August 1 OCWG meeting has been added to our working group meeting schedule. During that meeting we will begin our discussions on any public submissions of MTE additions/removals that are submitted to the OCWG listserve in July.
For any market participant who would like its submissions to be discussed on August 1, I would suggest they be submitted at least 2 weeks prior to the August 1 meeting to allow for ample review and comment by other stakeholders. As a reminder, per our discussion last week we will only plan

Attached are CenterPoint Energy's updated comments to the initial MTE Seed List. Our comments include suggestions for removal after closely evaluating whether actual real time congestion occurred for those MTEs that ERCOT identified based on Outage Coordination Studies. Additionally, CenterPoint Energy's comments include suggestions for removal based on completed planned upgrades that we believe will mitigate future congestion.
CenterPoint Energy offers one additional suggestion for removal based on LCRA's recent submission. There was one MTE where the TDSP was incorrectly labeled as LCRA, but the identified MTE was equipment owned by CenterPoint Energy.
For consideration at the August 17, 2017 OCWG meeting, we submit the attached request for removal.

OCITF collaboratively developed Sheet MTE(2015) during the Aug 31st meeting. Sheet Request for Addition contains NRGs requests we discussed today. Any non-consensus requests (addition or removal) will be tabled at ROS (Oct 6th) and WMS (Oct 17th) meetings. Please be prepared to facilitate the discussion on non-consensus items with any additional supporting documents.
Attached are CenterPoint Energy's comments to the proposed additions to the MTE HITEs List. CenterPoint Energy believes many of the recently proposed additions still require additional vetting prior to being accepted into the official HITE list. As an example, a few of the newly proposed MTEs that have been identified are the transmission elements themselves that have experienced congestion and not the outage associated with the potential overload. Due to the timing of the ROS and WMS meetings, we feel these additional MTEs should not be approved at this time until further vetting is performed by ERCOT and OCITF to
