I wanted to highlight that all final versions of the Revision Requests for implementing Real-Time Co-optimization were officially posted Friday, Oct 23 per the normal Market Rules process. These Revision Requests have all been requested urgency consideration for potential approval at the December 8th ERCOT Board meeting.

Thank you for 33 meetings since April 2019 to conclude the development of the Revision Requests needed to implement Real-Time Co-optimization. At today's meeting we achieved consensus on all Revision Request items (specified below), which concludes our review process. The Revision Requests will be finalized and posted with urgency in the coming days for approvals and at the forthcoming stakeholder meetings in accordance with Section 21 of protocols through ROS, PRS, CWG, TAC, and the ERCOT Board.

Hi Everyone,

Attached is my presentation on AS substitution and edits to KP1.3 to
incorporate AS Substitution. I think we all recognize that AS substitution
is the better design and industry standard with RTC as we have learned from
the other ISOs that presented to RTCTF. I'm not proposing AS Substitution in
DAM - so that should address ERCOT's concern. About not buying exactly the
AS plan amounts for each AS, ERCOT Operations needs to be able to handle
that anyway since ASDCs will result in varying amounts of AS quantities - I
don't see that as an issue since

Hi Everyone,

First of all, thanks to ERCOT for organizing the ISO Lessons Learned meeting
- it was very informative.

A few important items that we learned from all the ISOs (PJM answers were
not very clear):

1. ISOs do not re-procure AS capacity that is deployed to provide that
service and provide both capacity payment and energy payment for the
deployed energy during the deployment period. They said that NERC does not
require re-procurement (which is also ERCOT's current practice) and that
re-procuring would lead to AS price spike that is not justified (there is no
scarcity of the

Hi Everyone,

It was only a casual mention by ERCOT that we already have Ancillary Service
Demand Curves or differentiated penalty functions of $20k/MW/hr for NSRS,
$30k/MW/hr for RRS, $50k/MW/hr for RUS and $5k/MW/hr for RDS in the RUC
optimization and other penalties for power balance and transmission
constraints that ERCOT will be providing us soon. I could not find these in
any document and in my opinion these should be specified in the OBD on Max
Shadow Prices. ERCOT's description of its own KP3 proposal states: "RUC will
not use the RTM Ancillary Service Demand Curves (ASDCs) in RTM.
