SHORT DESCRIPTION:  Cancellation of Seasonal Mothball Status for Martin Lake Unit 1 (MLSES_UNIT1) submitted by Luminant Generation Company LLC (RE)

LONG DESCRIPTION:  On December 3, 2015, Luminant Generation Company LLC ("Luminant") provided ERCOT written notice that it has cancelled the planned suspension of Martin Lake Unit 1 (MLSES_UNIT 1).  The suspension of this Resource was described in the Notification of Suspension of Operations (NSO) Luminant submitted on July 1, 2015.  Luminant's notice clarifies that the cancellation does not apply to the suspension of Martin Lake Unit 2 (MLSES_UNIT2), which began seasonal mothballed status on October 1, 2015, in accordance with the July 1, 2015 NSO.  Because Luminant has cancelled the planned suspension of MLSES_UNIT1, Luminant will be required to submit a new NSO if it proposes to mothball that Resource in the future.

SHORT DESCRIPTION:  Initial and final determinations of RMR status for Luminant Generation Company LLC (RE), Martin Lake Units 1 and 2
INTENDED AUDIENCE:  ERCOT Market Participants
DAYS AFFECTED:  October 1, 2015 and January 1, 2016
LONG DESCRIPTION:  On July 1, 2015, ERCOT received a Notification of Suspension of Operations (NSO) for the following Generation Resources:


  *   Luminant Generation Company LLC ( MLSES_UNIT 1)
  *   Luminant Generation Company LLC (MLSES_UNIT 2)
The NSO indicated that these two units would be mothballed on a seasonal basis, with a Seasonal Operation Period beginning on May 15 and ending on September 30 each year.  The proposed effective date for the suspension of MLSES_UNIT 1 is January 1, 2016.  The proposed effective date for the suspension of MLSES_UNIT 2 is October 1, 2015.
ERCOT has completed its review and is issuing this initial determination that these Resources are not required to support ERCOT transmission system reliability (i.e. voltage support, stability or management of localized transmission constraints under first contingency criteria). Pursuant to ERCOT Protocol Section 3.14.1.2(5), this Market Notice will also serve as ERCOT's final determination that the two Resources may be mothballed on a seasonal basis according to the schedule in the NSO.
ADDITIONAL INFORMATION:  In support of these determinations, ERCOT has posted its analysis on the Generation page<https://mis.ercot.com/pps/tibco/mis/Pages/Grid+Information/Generation> of the Market Information System (MIS) Secure Area.  An ERCOT Digital Certificate is required to access the MIS.
