SHORT DESCRIPTION:  Initial and Final determination of RMR status for Martin Lake Unit 3
INTENDED AUDIENCE:  ERCOT Market Participants
DAY AFFECTED:  December 11, 2013
LONG DESCRIPTION:  On September 12, 2013, ERCOT received a Notification of Suspension of Operations (NSO) for the following Generation Resource with a proposed effective date of December 11, 2013:


  *   Luminant Generation Company LLC, Martin Lake Unit 3

The NSO proposes that this Generation Resource will suspend operation on a year-round basis and begin operation on a seasonal basis with a Seasonal Operation Period beginning May 15, 2014 and ending September 30, 2014.  ERCOT has completed its analysis and determined that Martin Lake Unit 3 is not needed to support ERCOT transmission system reliability (i.e., voltage support, stability or management of localized transmission constraints under first contingency criteria) during the defined suspension period.  Pursuant to Section 3.14.1.2.1(3), this Notice will also serve as the final determination, and the Resource may be mothballed according to the schedule in the NSO.  During the defined mothball period, ERCOT will continue to include this Generation Resource in its models, but Luminant Generation Company LLC will be required to designate it as being on Seasonal Resource in the Outage Scheduler.
ADDITIONAL INFORMATION:  ERCOT has posted the analysis performed to arrive at its determination on the Generation page<https://mis.ercot.com/pps/tibco/mis/Pages/Grid+Information/Generation> of the Market Information System (MIS) Secure Area.  An ERCOT Digital Certificate is required to access the MIS.
