SHORT DESCRIPTION:  ERCOT solicits comments on a draft Governing Document for a proposed weather-sensitive Emergency Response Service pilot project

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  March 5, 2013

LONG DESCRIPTION:  As explained in Market Notice M-A022513-01, ERCOT staff will propose a pilot project to study the costs and benefits of an Emergency Response Service (ERS) product for weather-sensitive Loads.  ERCOT expects to formally present this proposal to the ERCOT Board of Directors at its March 2013 meeting.  If the Board approves the pilot project, ERCOT intends to procure Weather-Sensitive ERS in accordance with the procurement schedule for standard ERS for the June to September 2013 Standard Contract Term.

The details of this pilot project proposal are contained in the attached draft Governing Document.  ERCOT expects to discuss this Governing Document and the proposed QSE Agreement attached to the Governing Document at the March 1, 2013 workshop described in Market Notice M-A022513-01.  While ERCOT will consider any comments provided during the workshop, ERCOT will also accept formal, written comments on the draft documents.

ACTION REQUIRED:  All written comments on the draft Governing Document and draft QSE Agreement should be submitted to [log in to unmask]<mailto:[log in to unmask]> by 5 p.m. CPT on Tuesday, March 5, 2013.

ADDITIONAL INFORMATION:  ERCOT will post all comments to the pilot projects page on the ERCOT website: http://www.ercot.com/mktrules/pilots/wsers/index.   ERCOT will also post any updates to the draft Governing Document and/or the draft QSE Agreement on the pilot project webpage.
