SHORT DESCRIPTION:  Differences between CRR network models posted on October 26, 2010, and November 5, 2010
INTENDED AUDIENCE:  CRR Account Holders
DAY AFFECTED:  November 5, 2010, CRR network model posting
LONG DESCRIPTION:  There are differences between the CRR network model posted on October 26, 2010, and the CRR network model posted on November 5, 2010. The differences fall in the following categories:
Outages:  Many of the outages that were used in building the model posted on October 26, 2010, were cancelled prior to building the model posted on November 5, 2010. Two more outages were considered. The differences are detailed on a file titled "OutagesDifferences.xlsx" and posted in the operator messages section of the CRR application.
Buses:  Buses that are generated due to splits are assigned arbitrary 90XXXX bus numbers by the topology processor. These change from one model to the next.
Contingencies:  There are many differences in contingencies between the two files. These differences are detailed in the file titled "Contingency Differences.xlsx" and posted in the operator messages section of the CRR application.
Transformers:  There were several transformers that were incorrectly not included in the model posted on October 26, 2010, due to the fact that they had identical High bus/Low bus/Circuit IDs. The Circuit IDs were updated to stop this from occurring. These and other reasons for transformers are detailed in the file titled "Transformer Differences.docx" and posted in the operator messages section of the CRR application.
Branches:  There were several branches that were incorrectly not included in the model posted on October 26, 2010, due to the fact that they had identical from bus/to bus/Circuit IDs. The Circuit IDs were updated to stop this from occurring. These are detailed in the file titled "Branches with identical from-to-cktid.xlsx" and posted in the operator messages section of the CRR application. Other branch differences are due to flipping of the from/to bus order, the differences in bus numbers, as mentioned above, or outages.
ADDITIONAL INFORMATION:  ***Reminder of December 2010 CRR Auction Activity Deadlines*** Credit Submission for the December 2010 Monthly Auction will close at 17:00:00 CPT on Monday, November 8, 2010.
Per Section 7.5.2 (3) of the ERCOT Nodal Protocols, ERCOT will enforce a volume limitation of 10,000 market transactions (bids and offers) per account holder. The CRR Auction Bid window opens at 00:00:01 CPT on November 9, 2010, and closes at 17:00:00 CPT on November 11, 2010.
Per NP 7.5.2 (3)(c), if the total number of bids submitted for the auction exceeds 200,000, a second round of bid submissions will be required. CRR Account Holders will be notified via Operator Message. Account Holders whose bids and offers exceed the maximum number of allowable bids/offers determined for the second round will have their portfolios removed from the auction and will be required to resubmit a new portfolio with the total number of bids less than or equal to the second round bid limit. The current bid/offer limit for the second round of the December 2010 Monthly Auction is set at 1814. Note that this limit is subject to change prior to the running of the auction. The final maximum allowable bids/offers will be listed in the Operator Message should a second auction be necessary.
This second auction, if needed, will be open from 18:00:00 CPT on November 11, 2010, until 12:00:00 CPT on November 12, 2010.
The Baseload CRRs used for the December 2010 Monthly Auction may be found in the Monthly Auction Notice folder on the CRR Market Information System (MIS) site at https://mis.ercot.com/pps/tibco/mis/Pages/Market+Information/CRR. Specifications for the equipment and interfaces necessary to participate in the CRR Auction are included in the CRR Market User Interface Specifications document, which may also be found on the MIS.
Note that all future CRR Auction Notices will be posted on MIS and will not be distributed by ERCOT as a standard Market Notice. CRR Account Holders should verify that they can access the MIS to view these notices.
The ERCOT Board-approved values for A and M as referenced in Nodal Protocols Section 7.5.5.3 (1) (a) (iii) are currently set at $.75/MWh and 0 respectively.
