SHORT DESCRIPTION:  Administration of PUC Substantive Rule 25.476, Renewable and Green Energy Verification



INTENDED AUDIENCE:  All Retail Electric Providers


DAY AFFECTED:  July 1, 2012

LONG DESCRIPTION:  This notice is to announce the continuing administration of PUCT Substantive Rule 25.476, Renewable and Green Energy Verification. This rule affects owners of generating facilities located in Texas and all retail electric providers (REPs).

The purpose of PUCT Substantive Rule 25.476 is to establish the procedures by which REPs calculate and compose their renewable content pursuant to §25.475, General Retail Electric Provider Requirements and Information Disclosures to Residential and Small Commercial Customers, and to establish guidelines and verification for claims of “green” products.



Pursuant to Substantive Rule 25.476(e), ERCOT has posted the Texas Renewable Content Calculator (EFL workbook) that contains the following:

·         Percentage of MWh generated from each Texas-based generator

·         MWh-weighted average annual emissions rate for each Texas-based generator

·         Statewide average fuel mix

·         Statewide system average emission rates

·         Default fuel mix and default emission rates


The following deadline applies to all REPs:
July 1, 2012 –Each REP shall update its Electricity Facts Label for each of its products. The Texas Renewable Content Calculator (EFL workbook) is available to assist the REPs with the calculations.

ACTION REQUIRED:  By July 1, 2012, each REP shall calculate the renewable content for each of its electricity products for the preceding calendar year and include the information on the Electricity Facts Label as required by the PUCT.
