NOTICE DATE: July 29, 2016

NOTICE TYPE: M-D072916-01 NPRR

SHORT DESCRIPTION: Implementation of NPRR662

INTENDED AUDIENCE: ERCOT Market Participants

DAY AFFECTED: August 30 - September 1, 2016

LONG DESCRIPTION: ERCOT will implement Nodal Protocol Revision Request (NPRR) 662, Proxy Energy Offer Curves, between August 30 and September 1, 2016.

NPRR662 addresses proxy Energy Offer Curves generated by ERCOT for a Resource that does not submit an Energy Offer Curve or submits an incomplete Energy Offer Curve and will affect the calculation of Real-Time Average Incremental Energy Cost (RTAIEC).

For an Intermittent Renewable Resource (IRR) without an Energy Offer Curve, the monotonically increasing proxy Energy Offer Curve will be created such that the price at HSL will be $1,500 as described below:

MW

Price (per MWh)

HSL

$1,500

HSL minus 1 MW

-$249.99

LSL

-$250.00

For a Resource without a full-range Energy Offer Curve, the proxy Energy Offer Curve created will extend the offer price from last point on the submitted Energy Offer Curve to the Resource's HSL as described below:

MW

Price (per MWh)

HSL (if more than highest MW in submitted Energy Offer Curve)

Price associated with highest MW in submitted Energy Offer Curve

Energy Offer Curve

Energy Offer Curve

1 MW below lowest MW in Energy Offer Curve (if more than LSL)

-$249.99

LSL (if less than lowest MW in Energy Offer Curve)

-$250.00

For a RUC-Committed Resource that has submitted an Energy Offer Curve, the proxy Energy Offer Curve will be created as described below:

MW

Price (per MWh)

HSL (if more than highest MW in Energy Offer Curve)

Higher of $1,500 or price associated with the highest MW in QSE submitted Energy Offer Curve

Energy Offer Curve

Greater of $1,500 or the QSE submitted Energy Offer Curve

Zero

Greater of $1,500 or the first price point of the QSE submitted Energy Offer Curve

For a Controllable Load Resource without a full-range RTM Energy Bid, the proxy energy bid will be created as described below:

MW

Price (per MWh)

LPC to MPC minus maximum MW of RTM Energy Bid

Price associated with the lowest MW in submitted RTM Energy Bid curve

MPC minus maximum MW of RTM Energy Bid to MPC

RTM Energy Bid curve

MPC

Right-most point (lowest price) on RTM Energy Bid curve

New Settlement Bill Determinants:

A new factor was created for the $1,500 IRR HSL value for ease of implementation.
