SHORT DESCRIPTION:  CRR system changes for the implementation of remainder of NPRR831

INTENDED AUDIENCE:  CRR Account Holders

DAY AFFECTED:  November 16 and 19, 2018

LONG DESCRIPTION:  On November 19, 2018, ERCOT will be implementing the remaining Protocol language related to Nodal Protocol Revision Request (NPRR) 831, Inclusion of Private Use Networks in Load Zone Price Calculations, in Sections 4.5.1, DAM Clearing Process, and Section 7.5.1, Nature and Timing.  NPRR831 requires ERCOT to update market systems in order to calculate a net Load value for each Private Use Network that will be included in the Load Zone price for all markets, Day-Ahead Market (DAM), Real-Time Market (RTM), and Congestion Revenue Right (CRR) Market, when the Load is a net consumer from the ERCOT Transmission Grid.

As part of the CRR Market User Interface (MUI) Upgrade on November 19, 2018, the language in paragraph (5) of Section 4.5.1 and paragraph (3)(b) of Section 7.5.1 will be unboxed, and ERCOT will implement the following changes for the CRR portion of NPRR831.

********* Include the net Private Use Network Load distribution factors in CRR Auctions, when allocating CRR offers and bids with source and sink at a Load Zone.

********* Net Private Use Network Load data will be redacted from the CRR Network Model postings for CRR Auctions occurring after the implementation date.

Note that due to the timing of the MUI Upgrade implementation, net Private Use Network Load data will be redacted for the first time from the CRR Network Model postings for the following two models, which will both post on November 16, 2018, for auctions to be run after the upgrade is implemented.

********* 2020.1st6.AnnualAuction.Seq3 CRR Network Model

SHORT DESCRIPTION:  Additional Implementation Details for NPRR831 DAM and RTM system changes

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  November 2, 2017

LONG DESCRIPTION:  On November 2, 2017, ERCOT will be making system changes for both the Day-Ahead Market (DAM) and the Real-Time Market (RTM) as part of the implementation of Nodal Protocol Revision Request (NPRR) 831, Inclusion of Private Use Networks in Load Zone Price Calculations.

For NPRR831, ERCOT will update market systems in order to calculate a net Load value for each Private Use Network (PUN) that will be included in the Load Zone price for all markets, DAM, RTM, and Congestion Revenue Right (CRR), when the Load is a net consumer from the ERCOT Transmission Grid. Specifically, ERCOT will make the following changes in R5:

********* Determine the appropriate Load distribution factors for PUNs, based on an estimated Load value considering historical net consumption at all PUNs.

********* Include the net PUN Load distribution factors in DAM, when allocating offers, bids, and Point-to-Point (PTP) Obligation bids with source and sink at a Load Zone.

********* Calculate the net Load value from State Estimator in Real-Time for each PUN when the PUN is a net consumer from the ERCOT Transmission Grid. The net Load value of the PUN will be included in the calculation of Real-Time Load Zone prices.

********* The Load distribution factors for PUNs will be redacted from Electrical Bus Load distribution factors, and other information necessary to forecast Electrical Bus Loads, that are posted to the Market Information System (MIS) Public Area pursuant to Section 6.3.2.

Note that the R5 release will only implement associated system changes for DAM and RTM.  The Protocol language associated with NPRR831 in the following sections will be unboxed:

********* Section 6.3.2, Activities for Real-Time Operations

********* Section 6.6.1.2, Real-Time Settlement Point Price for a Load Zone

The CRR portion of NPRR831 will be implemented as part of the CRR MUI Upgrade project on January 22, 2018.  PUN net Load data will be redacted from the CRR Network Model postings for CRR Auctions occurring after this date.

ADDITIONAL INFORMATION:  Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
