NOTICE TYPE:  W-A081718-01 Operations

SHORT DESCRIPTION:  Partial Implementation of PGRR062 and release of the new Resource Integration and Ongoing Operations (RIOO) user interface to submit Generation Interconnection or Change Request (GINR)

INTENDED AUDIENCE:  Interconnecting Entities, Resource Entities, and Transmission Service Providers

DAY AFFECTED:  August 31, 2018

LONG DESCRIPTION:  On August 31, 2018, ERCOT will partially implement Planning Guide Revision Request (PGRR) 062, Updates to Generation Interconnection or Change Request (GINR) Process.  PGRR062 improves the GINR process by allowing Interconnecting Entities (IEs), Transmission Service Providers (TSPs), and ERCOT to view consistent information and documents for GINRs.  IEs will be able to use the new online Resource Integration and Ongoing Operations (RIOO) application for the GINR process.  This application will be used primarily by IEs to submit and maintain GINR applications for new, upgraded, or re-powered All-Inclusive Generation Resources connected to or that will connect to the ERCOT Transmission Grid in accordance with ERCOT Planning Guide Section 5, Generation Resource Interconnection or Change Request.

TSPs will be able to access the application in mid to late September 2018 to see their list of GINR projects.  Full TSP functionality will be available end of November to early December 2018.

ACTION REQUIRED:  IE users will need to create RIOO accounts prior to accessing the application.  ERCOT has set up the RIOO application in its Market Operations Test Environment (MOTE) to allow IE users to create their accounts and familiarize themselves with the RIOO application.  ERCOT will send a link to access the RIOO application in the test environment to all current IEs and the application will be available in MOTE on August 22, 2018. Each IE should practice creating a new RIOO GINR request and modifying a request after submission. IEs that create their accounts in the MOTE environment will be able to continue using the same account in the production environment.

If IEs do not create their account in MOTE prior to August 31, 2018, they can create their account in the production system on or after August 31, 2018.

ADDITIONAL INFORMATION:  Pursuant to Planning Guide Section 1.2.6, Planning Guide Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
