SHORT DESCRIPTION: Implementation of NPRR562 and PGRR056
INTENDED AUDIENCE: ERCOT Market Participants
DAY AFFECTED: September 14, 2017
LONG DESCRIPTION: ERCOT will be implementing Nodal Protocol Revision Request (NPRR) 562, Subsynchronous Resonance with the exception of Section 22.214.171.124, Annual SSR Review, and will also be implementing Planning Guide Revision Request (PGRR) 056, Alignment with NPRR562, Subsynchronous Resonance, on September 14, 2017.
NPRR562 creates new requirements in Section 3.22, Subsynchronous Resonance, for the identification, study, mitigation of, and protection against Subsynchronous Resonance (SSR). PGRR056 aligns the Planning Guide with the Protocols by accounting for potential SSR vulnerability in the transmission project planning process.
ERCOT Protocols Section 126.96.36.199, Transmission Project Assessment, introduces new requirements for assessing transmission projects. Of note, Transmission Service Providers (TSPs) must perform an SSR vulnerability assessment for any proposed Transmission Facilities connecting to or operating at 345 kV that are submitted to the Regional Planning Group (RPG) for review on or after September 14, 2017. Also, as of September 14, 2017, TSPs must perform an SSR vulnerability assessment for any new Tier 4 projects that include Transmission Facilities connecting to or operating at 345 kV and must submit the assessment to ERCOT for review. Tier 4 projects do not require review by RPG.
ERCOT Protocols Section 188.8.131.52 is not being implemented at this time, but is expected to be implemented prior to May 31, 2018. A Market Notice will be issued upon the implementation of ERCOT Protocols Section 184.108.40.206.
ADDITIONAL INFORMATION: Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, and Planning Guide Section 1.2.5, Planning Guide Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
