SHORT DESCRIPTION:  Implementation details of Other Binding Document, Methodology for Implementing Operating Reserve Demand Curve (ORDC) to Calculate Real-Time Reserve Price Adder

LONG DESCRIPTION:  On September 1, 2015, ERCOT will unbox language within Other Binding Document (OBD) "Methodology for Implementing Operating Reserve Demand Curve (ORDC) to Calculate Real-Time Reserve Price Adder", which was approved by the ERCOT Board on August 11, 2015.  The language that will be unboxed in September impacts the methodology used for the creation of the Loss of Load Probability distributions by season and Time of Day (TOD) block. These changes will synchronize the OBD with as-built methodology and the removal of Phase 2 of Nodal Protocol Revision Request (NPRR) 568, Real-Time Reserve Price Adder Based on ORDC. Section 2.2, Determine PBMCL, will be updated to include the upcoming implementation of NPRR698, Clarifications to NPRR595, RRS Load Resource Treatment in ORDC. Additionally, Section 2.2 will be updated to exclude the Power Balance Penalty Curve MWs from SCED Reserves.
The remaining grey boxed language will be unboxed with the implementation of NPRR698 and NPRR710. The grey boxed language will make changes in Section 2.2.1, Calculation of Rs and Rsns, to align with NPRR698 and will exclude the Power Balance Penalty Curve MWs from Security-Constrained Economic Dispatch (SCED) ORDC Reserve calculations.
