SHORT DESCRIPTION:  Implementation Details of NPRR272 and QSE Self-Certification Attestation of Quick Start Capability for Nodal Market
INTENDED AUDIENCE:  QSEs representing Quick Start Generation Resources

LONG DESCRIPTION:  On November 16, 2010, the ERCOT Board of Directors approved Nodal Protocol Revision Request (NPRR) 272, Definition and Participation of Quick Start Generation Resources, which becomes effective for Operating Day December 1, 2010. To facilitate nodal readiness for Qualified Scheduling Entities (QSEs) representing Generation Resources that are Quick Start capable in the zonal market, ERCOT offers those QSEs the opportunity to self-certify Generation Resources that can meet the nodal Quick Start Generation Resource (QSGR) qualification criteria in accordance with Section 8.1.1.2, General Capacity Testing Requirements.

Before a QSE may offer QSGR for Security Constrained Economic Dispatch (SCED), ERCOT requires either the self-certification or completion of a QSGR test. The attached Self-Certification form is provided for the QSE to designate the QSGR(s) and attest to their Quick Start capability in accordance with the requirements of the Nodal Protocols.

If the QSE elects to use self-certification for the QSGR, ERCOT will begin monitoring the performance of the QSGR in accordance with Section 8.1.1.2(16) upon the start of nodal market. Self-certification may only be applied for in the first 90-days of the nodal market. If a self-certified QSGR is not operated in Quick Start mode within the first 90-days of the nodal market, then ERCOT will require the QSGR to be scheduled for a qualification test. A QSE's request for self-certification of a QSGR will be subject to ERCOT's review, including the use of historical performance in the zonal market.

ERCOT will establish the Mitigated Offer Cap for the QSGR by using either the incremental heat rate curve from the approved verifiable cost on record or the Protocol-defined generic heat rate. ERCOT will apply start-up costs to the Mitigated Offer Cap using either the approved verifiable Operations and Maintenance (O&M) startup costs or the generic O&M startup costs. Resource Entities, or their QSEs, that already have approved verifiable cost do not need to file heat rate coefficients; only those Entities that wish to use their actual heat rates need to file heat rate coefficients if they have not already submitted them.

ACTION REQUIRED:  To self-certify a QSGR, the QSE is to complete the attached Self-Certification form and send in .pdf format to [log in to unmask]<mailto:[log in to unmask]> for processing. A QSGR may not be offered into SCED until notice is provided from ERCOT that the self-certification has been accepted by ERCOT.
Due to the proximity to Nodal Go-Live, ERCOT will process self-certifications as resources permit. Forms properly completed and received before November 22, 2010, will be prioritized to be ready by the start of the nodal market.
