SHORT DESCRIPTION:  Reminder - Implementation Details for NPRR588, NPRR615, NPRR699 and VCMRR007
INTENDED AUDIENCE:  ERCOT Market Participants
DAY AFFECTED:  February 10, 2016
LONG DESCRIPTION:  On February 10, 2016, ERCOT will implement the following Nodal Protocol Revision Requests (NPRRs) and Verifiable Cost Manual Revision Request (VCMRR):

*         Remaining functionality for NPRR588, Clarifications for PV Generation Resources which was approved by the ERCOT Board on June 10, 2014. NPRR588 clarifies the treatment of PhotoVoltaic Generation Resources (PVGRs) within the Protocols;



*         Remaining functionality for NPRR615, PVGR Forecasting which was approved by the ERCOT Board on August 12, 2014. NPRR615 clarifies the use of the Short-Term PhotoVoltaic Power Forecast (STPPF) within the Protocols;



*         NPRR699, Energy Offer Curve Caps for Make-Whole Calculations for Resource Type Other, which was approved by the ERCOT Board on August 11, 2015. NPRR699 specifies the cap for Make-Whole Payments for all Resources categorized as Other; and



*         VCMRR007, Alignment with NPRR699, Energy Offer Curve Caps for Make-Whole Calculations for Resource Type Other, which was approved by the Technical Advisory Committee (TAC) on August 27, 2015. VCMRR007 removes references to the cap for Energy Storage Resources from the manual. .
Settlement Changes for NPRR588/NPRR615:

o       New Settlement Calculation Revisions:
Congestion Revenue Rights (CRRs)

1.    The calculation for the Minimum Resource Price for a Resource located at the source Settlement Point (MINRESRPR) has been updated to use the new value for PVGRs, per paragraph (2) of Protocol Section 7.9.1.3, Minimum and Maximum Resource Prices.



2.    The calculation for the Maximum Resource Price for a Resource located at the sink Settlement Point (MAXRESRPR) has been updated to use the new value for PVGRs, per paragraph (3) of Protocol Section 7.9.1.3.
Reliability Unit Commitment (RUC)

1.    The calculation for Startup Price (SUPR) has been updated to use the new Generic Startup Cap for PVGRs, per paragraph (1) of Protocol Section 4.4.9.2.3, Startup Offer and Minimum-Energy Offer Generic Caps.



2.    The calculation for Minimum-Energy Price (MEPR) has been updated to use the new Generic Minimum-Energy Cap for PVGRs, per paragraph (2) of Protocol Section 4.4.9.2.3.



3.    In calculating the amount short for each QSE, the QSE will not be given a capacity credit for PVGRs that were given notice of decommitment within the two hours before the Operating Hour, per paragraph (2) of Protocol Section 5.7.4.1.1, Capacity Shortfall Ratio Share.



4.    The calculation for RUC Shortfall at Adjustment Period (RUCSFADJ) has been updated to include the input of High Ancillary Services Limit at Snapshot (HASLSNAP) for PVGRs, per paragraph (1) of Protocol Section 5.7.4.1.1.



5.    The calculation for RUC Capacity at Adjustment Period (RUCCAPADJ) has been updated to exclude the input of High Ancillary Services Limit at Adjustment Period (HASLADJ) for PVGR Resources, per paragraph (11) of Protocol Section 5.7.4.1.1.



a.    The calculation for High Ancillary Services Limit at Adjustment Period (HASLADJ) has been updated to exclude calculation for PVGRs.
Average Incremental Energy Cost

1.    The calculations for Day-Ahead Average Incremental Energy Cost (DAAIEC) have been adjusted to consider the new PVGR fuel type. The price caps used for make whole purposes are designated in NPRR699 and are  further referenced below in this notice.



2.    The calculations for Real-Time Average Incremental Energy Cost (RTAIEC) have been adjusted to consider the new PVGR fuel type as an Intermittent Renewable Resource (IRR). The proxy curve logic described in Protocol Section 6.5.7.3, Security Constrained Economic Dispatch, previously reserved for wind units has been extended to IRR resources in NPRR588, which includes the new PVGR fuel type. The price caps used for make whole purposes are designated in NPRR699 and are  further referenced below in this notice.

Settlement Changes for NPRR699:

o       New Settlement Calculation Revisions:
Average Incremental Energy Cost

1.    The Energy Offer Curve Caps for Make-Whole Calculation Purposes will be adjusted per changes to Protocol Section 4.4.9.3.3, Energy Offer Curve Caps for Make-Whole Calculation Purposes, outlined in NPRR699. These caps apply to both Day-Ahead Average Incremental Energy Cost (DAAIEC) and Real-Time Average Incremental Energy Cost (RTAIEC).
