SHORT DESCRIPTION:  Implementation Details for PGRR052, PGRR054, and NPRR809

INTENDED AUDIENCE:  ERCOT Market Participants

DAYS AFFECTED:  August 1, 2017

LONG DESCRIPTION:  ERCOT will be implementing Planning Guide Revision Request (PGRR) 052, Stability Assessment for Interconnecting Generation, and PGRR054, Stability Limits in the Full Interconnect Study, and partially implementing Nodal Protocol Revision Request (NPRR) 809, GTC or GTL for New Generation Interconnection, on August 1, 2017.  Paragraph (7) of Section 3.10.7.6, Use of Generic Transmission Constraints and Generic Transmission Limits, and paragraph (4)(c) of Section 16.5, Registration of a Resource Entity, will be implemented at a later date.

PGRR052 establishes a timeline for performing stability studies after the Full Interconnection Study (FIS) has been completed and model data or transmission system changes, not known during the FIS, become available prior to a new unit being brought on-line, in order to ensure that appropriate operating limits are established.

PGRR054 clarifies the content, review period and process for posting the results of an FIS, and establishes a process for identifying, proposing, and implementing solutions to stability issues identified during the FIS.

NPRR809 establishes Initial Energization and Initial Synchronization as defined terms, changes the status of Protected Information used in an interconnection study, adds a reference to a quarterly stability assessment for interconnecting Generation Resources when evaluating the need for a Generic Transmission Constraint (GTC), and clarifies the requirements to be met for a Generation Resource prior to Initial Synchronization.
