NOTICE DATE: April 1, 2016
NOTICE TYPE: M-C031116-02 NPRR
SHORT DESCRIPTION: Reminder - Implementation Details of NPRR419
INTENDED AUDIENCE: ERCOT Market Participants
DAY AFFECTED: April 12, 2016
LONG DESCRIPTION: ERCOT will be implementing Nodal Protocol Revision Request (NPRR) 419, Revise Real-Time Energy Imbalance and RMR Adjustment Charge, on April 12, 2016. NPRR419 was approved by the ERCOT Board on April 17, 2012.

NPRR419 provides additional data elements in the Real-Time Energy Imbalance (RTEI) equations to identify the Resource's share of the generation site total revenues and revises the Resource Node, Load Zone and Hub equations to provide the volumetric imbalance for each Qualified Scheduling Entity (QSE) and Settlement Point. This NPRR will also revise the Reliability Must Run (RMR) adjustment charge to charge the QSE for the revenues paid in accordance with the energy imbalance calculation.

o Settlement calculation revisions:
6.6.3.1 Real-Time Energy Imbalance Payment or Charge at a Resource Node

RTEIAMT q, p =  (-1) * {[cid:image011.png@01D18C2B.5EE19720]([cid:image012.png@01D18C2B.5EE19720](RESREV q, r, gsc, p)) + ([cid:image013.png@01D18C2B.5EE19720]WSLAMTTOT q, r, p) + RTSPP p * [(SSSK q, p * ¼) + (DAEP q, p * ¼) + (RTQQEP q, p * ¼) - (SSSR q, p * ¼) - (DAES q, p * ¼) - (RTQQES q, p * ¼)]}

Where:

RESREV q, r, gsc, p = GSPLITPER q, r, gsc, p * NMSAMTTOT gsc

The following bill determinants are informational output bill determinants that are only used to provide volumetric imbalance data to the QSE for the Resource Node Settlement Point:

RNIMBAL q, p =[cid:image011.png@01D18C2B.5EE19720]([cid:image012.png@01D18C2B.5EE19720]RESMEB q, r, gsc, p) + WSLTOT q, p + (SSSK q, p * ¼) + (DAEP q, p * ¼) + (RTQQEP q, p * ¼) - (SSSR q, p * ¼) - (DAES q, p * ¼) - (RTQQES q, p * ¼)

Where:

RESMEB q, r, gsc, p = GSPLITPER q, r, gsc, p * NMRTETOT gsc

6.6.3.2 Real-Time Energy Imbalance Payment or Charge at a Load Zone

The following bill determinant is an informational output bill determinant that is only used to provide volumetric imbalance data to the QSE for the Load Zone Settlement Point:

LZIMBAL q, p = (SSSK q, p * ¼) + (DAEP q, p * ¼) + (RTQQEP q, p * ¼) - (SSSR q, p * ¼) - (DAES q, p * ¼) - (RTQQES q, p * ¼) - RTAML q, p + RTMGNM q, p

6.6.3.3 Real-Time Energy Imbalance Payment or Charge at a Hub

The following bill determinant is an informational output bill determinant that is only used to provide volumetric imbalance data to the QSE for the Hub Settlement Point:

HBIMBAL q, p = (SSSK q, p * ¼) + (DAEP q, p * ¼) + (RTQQEP q, p * ¼) - (SSSR q, p * ¼) - (DAES q, p * ¼) - (RTQQES q, p * ¼)

6.6.6.3 RMR Adjustment Charge

RMRAAMT q = (-1) * [[cid:image014.png@01D18C2B.5EE19720][cid:image012.png@01D18C2B.5EE19720]((-1) * RESREV q, r, gsc, p + [cid:image015.png@01D18C2B.5EE19720] EMREAMT q, r, p, i + RUCMWAMT q, r, p + RUCCBAMT q, r, p + RUCDCAMT q, r, p + [cid:image015.png@01D18C2B.5EE19720] VSSEAMT q, r, p, i + [cid:image015.png@01D18C2B.5EE19720] VSSVARAMT q, r, i)]

o New Settlement Bill Determinants:
The following bill determinants will be implemented for NPRR419:

o Credit calculation revisions:
Minimum Current Exposure (MCE) as defined in Nodal Protocols Section 16.11.4.1 uses Total Metered Generation (G o, i, d, k) as an input. Total Metered Generation (G o, i, d, k) is currently estimated using Real Time Metered Generation (RTMG) as an input. With the implementation of NPRR 419, the Total Metered Generation input is changed to Resource Share Revenue Settlement Payment (RESREV q, r, gsc, p).
A new column, GENSITECODE, will be added to the RTMOUTPUTHEADER data set within the following extracts. The data will only be present for those that the data applies.
