CNP concur with Oncor and CPS about the need to have a good old-fashioned face-to-face meeting to develop decent and reasonable GIC models, and to share our experience with data collection and the GIC model development.

Eric,

At the PGDTF meetings, we proposed face-to-face meetings similar to those the other planning model groups have when creating/updating models.  I do not see any meetings in the proposed schedule.  PGDTF found these meetings extremely helpful, if not essential, during the development of the 2021 models because most of the TSPs do not have the GIC software like they do power flow software to check the cases in-house.  When will these face-to-face meetings be held?

Based on some feedback I received, I'd like to clarify some of the information I provided below and lay out clearer expectations for what is to be submitted with each pass.

Pass 0:

*         For Pass 0, the only submissions to ERCOT should be Idevs to modify to the Base SWWG case

*  Each submission should contain and Idev and a note detailing what change the Idev is making to the model

*         These Idevs should add topology not in the SSWG base case that the equipment owners believes hould be in the case

*         The Idevs should also split or aggregate shunts as needed to match the GIC DC Model

*         Also, ERCOT will update the SSWG case with all applicable off-cycle updates that are available at the end of Pass 0.

Pass 1:

*         For Pass 2, the only submissions ERCOT should receive are modified GIC templates that are updating the Bus and Substation tables

*         In the Bus table, each bus must be associated with a substation

*         The substation table should be updated as needed

Pass 2:

*         For Pass 2, the only submissions ERCOT should receive are modified GIC templates that are updating the Transformer table

*         Exception - If adding load serving power transformers to the GIC DC Model, an associated Idev will also be need to add the new transformer and bus into the GIC AC Model

*         If modeling load serving power transformers from the list I proved (A list of TSP owned 345 kV loads currently in the Operations Model) then both AC and DC info is needed

Pass 3:

*         For Pass 3, the only submissions ERCOT should receive are modified GIC templates that are updating the Branch and Substation tables

*         The Branch table should be updated as needed

*         Also, any issues from The Potential Line Data Issues spreadsheet should be corrected in this pass.

*         If any lines are flagged as being longer than 160km then the substations the line is connected should be verified that its location (Lat and Long) is correct


Pass 4:

*         For Pass 4 , the only submissions ERCOT should receive are modified GIC templates that are updating the Fixed Shunt, Switched Shunt, and 2TDC tables

*         All shunt reactors (both in service or out of service) should be modeled

*         If the newly modeled shunts require a modification to the GIC AC Model, then an Idev should be submitted as well with a note detailing the change the Idev is making

Pass 5:

*         Pass 5 is intended to provide a last pass to address data issues that do not meet validation and to provide all parties an opportunity to review the case before it is finalized

Some further clarifications:

1.       The change logs reflect elements that have been modified in the GIC DC Model by the new SSWG Case. Essentially, those modifications were made so that the GIC DC Model base topology matches the 18SSWG_2022_U2_MIN/SUM case

2.       The job log shows a job number and the name of the file associated with the job. So when you see that number next to an element, it tells you that the element was last modified what job. For example, the transformer element has 35 in its JobId column. Job 35 is associated with a LCRA submission. Therefore something about the transformer was last modified by the LCRA submission.

a.       It's more for later in the process with TSP submissions and allows changes to somewhat be tracked.

3.       The transformers do NOT need to have the "from" bus be the highest voltage. It can be any voltage as long as the DC Model matches the AC Model and the winding order is correct. I tried to put an example in the Modeling Expectations regarding that issue.

The GIC System Model Building will begin on 3/4/2019 with Pass 0 and follow the schedule below:

For each pass, submissions are only intended to address the specific items laid out in the Purpose column of the table above. So for Pass 0, no GIC templates should be submitted, only Idevs to modify the SSWG case if needed. All submissions should be send to [log in to unmask]<mailto:[log in to unmask]>.

All the necessary materials have been posted to MIS under the Transmission Service Provider Information tab then Models - GIC System Models. Specifically look for the GIC_System_Model_Build_Pass_0_Materials zip file. This material includes:

*         GIC Model Templates

*         Change logs for both SUM and MIN RAW file imports

*         Job Log

*         A list of TSP owned 345 kV loads currently in the Operations Model

*         A full database validation log

*         Potential Line Data Issues

*         PGDTF Model Building Contact List

*         GIC Modeling Expectations

The latest SSWG cases needed for the GIC System Model building have already been posted to MIS. These cases are:

*         18SSWG_2022_MIN_U2_Final_022222019

*         18SSWG_2022_SUM_U2_Final_022222019

Pass 0 is intended for the updating of the SSWG RAW file to update it so it matches the GIC DC Model with regards to new topology, splitting shunts, etc. Please take a look at the GIC Modeling Expectations, Section 6 to see what exactly was imported into the GIC DC Model from the SSWG case and what info was not. From the SSWG case only buses and circuit numbers are imported, not element attributes. And the import only extends to the bus, transformer, and branch tables. When possible, if buses for branches and two winding transformers were just switched, the data associated with the original transformer record was preserved (accounting for the change in buses and windings). However it is still the responsibility of the equipment owner to verify that their equipment attributes are correct. Also if an element was in the planning stages during the previous model build and is now in operations, be sure to verify that the original data submitted is still correct. There is no flag to currently identify elements in planning vs operations in the template provided. Also, where possible, put your company name in the company column of records.

When modeling the load serving power transformers, model them if they have a high side wye-grounded winding above 200 kV. If the high side winding is delta, it does not need to be modeled but provide evidence to ERCOT that it has a delta winding.

As validation is normally only run on new and modified elements changes submitted with a template, a separate full validation was run on the entire database. This validation log will pick up issues that existed from the previous model build. It would be highly beneficial to either correct the issues or verify that the information previously submitted is valid in the full database validation log.

For the Potential_Line_Data_Issues spreadsheet, it is broken up into two tabs. The first tab (Low R per Distance) are lines that have been flagged as possibly have a low resistance per its length. The second tab (Line Length > 160 km) is a list of lines that have a length greater than 160 km and these lines and their buses and substations should be checked for data issues. The data for this sheet came from the previous 2018 GIC DC Model so it may not be entirely up to date but the lines should still be checked.
