PGDTF,

During the October and November PGDTF meetings we started the discussion to determine the frequency to develop the GIC models as well as the working group to take on the responsibility of developing the models. The majority of the feedback I received was in support of developing the models every 60 months as the standard requires. If you disagree with this approach please let me know.

Additionally, multiple ERCOT working groups were suggested as potentially capable of either developing the GIC models or maintaining some of the data. Below are the working groups that are being considered as well as some points that were raised regarding these groups.

  1. SSWG:

     * This working group is most familiar with SSWG cases as well as Siemens MOD.
     * However, the working group may not have the bandwidth to develop more cases nor the experience with GIC data.
     * Currently, the working group develops 54 cases over a 11 month timeframe.

  1. SPWG:

     * This working group might have more experience with some GIC data such as (Transformer winding resistance)
     * The working group does not have experience with PSSE and does not develop their cases utilizing the SSWG case information
     * Currently, the working group develops 5 cases over a 6 month timeframe.

  1. DWG:

     * The process of developing the GIC models are similar to the DWG cases. The working group adds modeling data to a SSWG case and runs a specific analysis on the modified DWG case.
     * Currently, the working group develops 3 cases over a 6 month timeframe.

  1. PGDWG: (or GMDWG)

     * Establishing a GMD working group to develop the GIC cases.
     * The scope of the working group might be small considering the development of the models is only required every 60 months per NERC TPL-007 standard.

  1. NDSWG:

     * Maintain some data at the NDSWG level
     * The working group does not have experience with PSSE
     * The working group does not develop cases similar manner as SSWG, SPWG, and DWG.

  1. Others:

Please discuss this internally with other organization within your company to develop your company opinion and continue to have meaningful discussions during 2021 PGDTF meetings. Please note that the last GIC Model build took around 4 months, starting with SSWG summer peak and min cases.

Thanks,
Chu Liang.
