To facilitate discussion this afternoon, I would like to assert my opposition to ERCOT negating trades that were entered correctly in the systems. Rather, I would prefer to take the following approach:
If the overage in Load Resources providing RRS exist:
1. ERCOT prorates all LR providers of RRS to the acceptable, with no penalty for short supply.
2. ERCOT calculates the oversupply of LR by any and all knuckleheads and deducts those overage values from their RRS credit.
3. Settlements calculates A/S coverage based on the revised values.
4. The resulting values will also contribute to any RUC Short liability that may exist for the knucklehead as well.
There is probably a lot I'm leaving out, but this was what I was trying to convey at the last meeting.
