Concerning this item: Allow FFR Procurement up to FFR Limit Without Proration

Can ERCOT bring some information to WMWG that may help with the problem solving?

  *   How many resources have qualified for FFR?
  *   How many ESR's have not qualified?
     *   Qualified for FFRS but not FFR?
  *   What is the level of participation this year?
     *   Compared to participation in RRS
  *   Review of the FFR qualification criteria
  *   Any other relevant information that would help the discussion.

Would it go too far to ask what would it take to make FFR a separate service, not part of the RRS pool?  Statements have been made that FFR is beneficial when inertia is low but less beneficial at other times.

5. Discussion regarding seasonal transmission loss factors vs EMS telemetered data.  Can enhancements be made to improve transmission loss factor accuracy?
