SHORT DESCRIPTION: Implementation Details of SCR811, Preparing for the addition of Intra-Hour Photo Voltaic Power Forecast to Generation To Be Dispatched Calculation

LONG DESCRIPTION:  On May 27, 2021, System Change Request (SCR) 811, Addition of Intra-Hour PhotoVoltaic Power Forecast to GTBD Calculation will be implemented.

This SCR updates the formula used by the Resource Limit Calculator to calculate the Generation To Be Dispatched (GTBD) value. The updated formula for GTBD will include the addition of the Intra-Hour PhotoVoltaic Power Forecast (IHPPF) via a calculated predicted solar ramp (PSRR) times five and a configurable factor. This addition will help Security-Constrained Economic Dispatch (SCED) take into account the anticipated 5-minute solar ramp in its 5-minute Base Points.

This change will result in the GTBD being calculated as the following:

GTBD = Total Gen + K1*10*System Load Frequency Bias + K2*[(net non-conforming Load) – (net filtered non-conforming Load)] + K3*5*PLRR + K4*Regulation Deployed - K5*ACE Integral – K6*5*PWRR – K8*5*PSRR

            |PSRR| ≤ Max PSRR Threshold

Upon implementation of SCR 811, K8 value will be set to zero and the GTBD calculation will not be impacted. ERCOT is planning to set K8 to a non-zero value starting on June 1, 2021. In preparation for this transition, ERCOT will be increasing the quantities for Regulation Up to be procured between June 1 and 3, 2021. The increase in Regulation Up quantities primarily affect HE16 through HE21 and range between 25 and 165 MW. The updated quantities of Regulation Up for these days have been posted to Ancillary Service Requirement Methodology<https://mis.ercot.com/secure/data-products/grid/forecasts?id=NP3-783-M> on the Market Information System (MIS) site. A digital certificate is required to view the report. ERCOT will communicate via a Market Notice if the specific date and time of the initial activation of K8 to a non-zero value changes prior to the activation.
