NOTICE TYPE:  M-A022808-01   Contracts / RFP

CLASSIFICATION:  Public

SHORT DESCRIPTION:  ERCOT has posted key documents to its web site related to the next procurement cycle for Emergency Interruptible Load Service (EILS).

INTENDED AUDIENCE:  QSEs, LSEs, Demand Response

DAYS AFFECTED:  June 1, 2008 through September 30, 2008 EILS Contract Period

LONG DESCRIPTION:  ERCOT has posted the following documents to the ERCOT EILS web page at: http://www.ercot.com/services/programs/load/eils/index.html :

·        The EILS procurement schedule for the Contract Period of June 1, 2008 through September 30, 2008.  Potential EILS participants are encouraged to review the new schedule as the procurement process has been restructured to enable QSEs representing prospective EILS Resources to receive baseline assignment and capacity pre-screening information from ERCOT prior to the bid submittal deadline.

·        Guidelines for Non-IDR metered Load aggregations to participate in EILS.  Pursuant to Public Utility Commission of Texas (PUCT) Substantive Rule 25.507(c)(2)(B), non-IDR metered customers may participate in aggregations of EILS Resources only if “…a statistically valid alternative to universal IDR metering for measurement and verification consistent with industry best practices can be developed and approved by ERCOT.”  Also posted with the guidelines document is a Proposal Form for QSEs to communicate to ERCOT details about their non-IDR metered aggregations.

·        A program description/data submission form and affidavit for QSEs to communicate to ERCOT details about their non-IDR metered aggregations.

The Request for Proposal and other supporting documents will be attached to a Market Notice scheduled to be issued on April 8, 2008.  A previous RFP and supporting documents may be viewed at the ERCOT EILS web page.
