LONG
DESCRIPTION: ERCOT ISO requires each QSE with resources
or Transmission Service Provider (Transmission Operator) to supply
documentation, including corrective actions, to ERCOT ISO Operations Shift
Supervisor Desk of any protective relay or equipment failures which reduce
system reliability in accordance with NERC standard
PRC-001-0.
Also, ERCOT
requires information on the expected backup relay action which is expected to
protect the involved equipment and the expected duration of the impaired
protective relaying action.
By this Market
Notice, ERCOT is requesting that all relay misoperations per Operating
Guide 7.2.3 (2) be reported to ERCOT ISO Operations Shift Supervisor
Desk.
This notice is
a standing request and is to remain in effect until an Operating Guide Revision
Request (OGRR) to align ERCOT processes with NERC Standards can be implemented.
ACTION
REQUIRED: ERCOT
is requesting that all relay misoperations per Operating Guide 7.2.3 (2)
be reported to ERCOT ISO Operations Shift Supervisor
Desk.

PRC-001-1 R2.2 states “If a
protective relay or equipment failure reduces system reliability, the
Transmission Operator shall notify its Reliability Coordinator and affected
Transmission Operators and Balancing Authorities. The Transmission
Operator shall take corrective action as soon as
possible.”
ERCOT
Operating Guide 7.2.3 (2) states: “All protective relay system
misoperations in systems 100 kV and above shall be documented, including
corrective actions and the documentation supplied by the affected Facility Owner
to ERCOT or NERC upon their request within five business days. All
protective relay system misoperations shall be documented using Section 6.1.2,
Relay Misoperation Report.”
