SHORT DESCRIPTION:  On Tuesday, April 1, 2008, ERCOT will begin unannounced generator unit testing per approved Protocol Revision Request (PRR) 750, Unannounced Generation Capacity Testing.

DAY AFFECTED:  April 1, 2008

LONG DESCRIPTION: ERCOT will begin unannounced generator testing as described in Protocol Section 6.10.2, General Capacity Testing Requirements.  As a result of PRR750, Qualified Scheduling Entities (QSEs) will no longer perform seasonal Net Dependable Capability (NDC) testing. However, QSEs are required to submit seasonal Net Dependable Capability for each represented Generation Resource within the first 15 days of the season.  The NDC will be utilized by ERCOT in place of the previous NDC submitted from previous tests.  ERCOT will begin utilizing this information and require all data to be updated by April 1, 2008.  The seasons are defined in Protocol Section 2, Definitions and Acronyms.  

ERCOT will use the lower of NDC, High Sustainable Limit (HSL) from the Resource Plan or telemetered HSL in order to calculate responsive reserve.   The unannounced generation test will verify that the HSL reported in the Resource Plan is achievable.   ERCOT will, at its discretion, begin conducting unannounced Generation Resource testing.  Please review the details of the testing requirements described in Protocol Section 6.10.2. 

 

ACTION REQUIRED:  The QSE Seasonal Net Real Power Submission Form for Generation Resources is attached and should be submitted to [log in to unmask].  The Unannounced Seasonal Generation Verification Test Form is also attached.  The yellow highlighted fields should be filled in by the QSE at the time of the unannounced test and submitted to [log in to unmask] upon test completion.
