SHORT DESCRIPTION: Clarified Implementation of PRR763, Use of WGRPP as Planned Operating Level in Day-Ahead Resource Plan for WGRs.

INTENDED AUDIENCE:  QSE Operations and Wind Resource Entity Personnel

DAY AFFECTED:  Operating Day July 1, 2008

LONG DESCRIPTION:   In accordance with Protocol Revision Request (PRR) 763,  ERCOT will begin using Wind-powered Generation Production Potential (WGRPP) as the planned operating level in Resource Plans for Wind-powered Generation Resources (WGRs) starting with Operating Day July 1, 2008.  ERCOT will use a forecasting service to provide the WGRPP forecast to each QSE representing WGRs via email on an hourly basis.  Each forecast covers a rolling 48-hour period.

ACTION REQUIRED:  Starting with the June 30, 2008 Day-Ahead activities for Operating Day July 1, 2008, QSEs representing WGRs must use the most current WGRPP forecast in Resource Plan submittals prior to the Day-Ahead Replacement Reserve Service (RPRS) market for Operating Day July 1, 2008.  After the close of the Day-Ahead RPRS Market, QSEs representing WGRs shall update their Resource Plans and schedules to reflect the expected wind-powered generation production.  Beginning September 1, 2008, QSEs shall update Resource Plans using WGRPP forecasts upon receiving notice from ERCOT for an Adjustment Period RPRS Market.

DAY-AHEAD:  QSEs representing WGRs must use the WGRPP forecast as the planned operating level in the Day-Ahead Resource Plan submitted for input into the Day-Ahead RPRS procurement study.  QSEs must use the WGRPP forecast closest to the time the QSE submits the Resource Plan before 1600 hours.

HOUR-AHEAD:  Beginning September 1, 2008, if ERCOT must procure additional RPRS during the Adjustment Period (pursuant to ERCOT Protocol Section 6.6.3.2.1, Specific Procurement Process Requirements for Replacement Reserve Service in the Adjustment Period), QSEs representing WGRs must update (with the latest emailed forecast) the forecasted WGRPP for the Operating Hour that energy from the RPRS Resources is required.  QSEs must use, the most current WGRPP forecast  to update their WGR Resource Plans for the Adjustment Period RPRS Market. (Note: this Hour-Ahead portion will not be implemented until September 1, 2008 in order to allow QSEs to change their automated intra-day processes)

QSEs representing WGRs must confirm with ERCOT the email address they wish to use to receive the hourly WGRPP forecast.  QSEs must send the preferred email address to their ERCOT Account Manager or to [log in to unmask] by Noon on June 26, 2008.  The forecasting service provider will begin sending WGRPP forecast emails upon installation of email address into an automated email system.

ADDITIONAL INFORMATION:  An Operations Bulletin will be distributed with a Notice and posted on ERCOT.com.  The bulletin will provide more detail including transitioning new WGRs into this procedure.

ERCOT will implement posting of aggregate WGRPP forecasts to its web site as soon as possible.  A Notice will be issued to affected Market Participants when this posting begins.
