SHORT DESCRIPTION: ERCOT Congestion Zones for 2009 and 2009 PCR Requests

INTENDED AUDIENCE:  QSE Operations Personnel and NOIEs with PCRs

DAY AFFECTED: Operating Day January 1, 2009

LONG DESCRIPTION: For 2009, the ERCOT Board of Directors (Board)
approved four Congestion Zones along with five Commercially Significant
Constraints (CSCs) between these Zones.   The names of the Zones and the
CSCs are listed below:

In order to facilitate the allocation of Pre-assigned Congestion Rights
(PCRs), ERCOT requests that eligible Municipally Owned Utilities (MOUs)
and Electric Cooperatives (ECs) submit the data requested in the
attached template. 

The attached spreadsheet will be used to calculate 2009 PCRs. The
spreadsheet includes the 2008 Annual Average Weighted Shift Factors, as
the 2009 Annual Average Weighted Shift Factors that will be used to
calculate the 2009 PCRs are unavailable as of the time of this Notice. 

ACTION REQUIRED: If your Entity is eligible for PCRs as defined in
Section 7.5.6 of the ERCOT Protocols, please complete the fields
highlighted in yellow and return the completed spreadsheet to 
[log in to unmask] no later than Thursday, October 30, 2008 by 5:00PM
CPT.  Late submissions will not be considered due to ERCOT's need to
determine the total amount of TCRs available for auction in a timely
manner. Please indicate any "exemptions to zonal placement" that may
affect specific contract paths as per Section 7.2.2(5) of the ERCOT
Protocols. Payments for Transmission Congestion Rights (TCRs) and PCRs
are due under the timelines specified in  Section 7.5.3.2.2(5).

ADDITIONAL INFORMATION: When submitting a request for PCRs, please
provide the following:

A.  Spreadsheet or cover letter identifying the following:

For each Generation Resource for which a request is made:

If under contract: 

    (1) Date contract was signed

    (2) Date contract became effective (i.e. energy produced under the
contract)

    (3) Date contract expires

    (4) MW capacity to which party is entitled under the contract

If Generation Resource is owned:

    (1) Date ownership interest started

    (2) Percentage of ownership interest

    (3) MW capacity to which party is entitled

 

B. Complete documents (contracts, certified financial statements,
certificate of insurance coverage, etc.) are necessary to verify the
above items with the items requiring verification highlighted (circled
or otherwise clearly marked) within the document.  Entities may
designate the documents as Protected Information in accordance with
Section 1.3.1.1(15) of the ERCOT Protocols.

of the ERCOT Protocols.
