SHORT DESCRIPTION:  Unit Test Web Application

INTENDED AUDIENCE:  QSEs with Generation Resources

DAY AFFECTED:  December 1, 2008

LONG DESCRIPTION:  The Net Dependable Capability and Reactive Capability
(NDCRC) application has been available for Market Participants (MPs)
through the Texas Market Link (TML) since September 1, 2008.  This
application is a web interface that allows Qualified Scheduling Entities
(QSEs) with Generation Resources to submit the ERCOT-required seasonal
High Sustainable Limit (HSL), biennial unit tests, and results of the
unannounced tests online.  Please note that for Jointly Owned Units
(JOUs), only the Master QSE should submit the Seasonal HSL, and the HSL
submitted should reflect the whole physical unit.  

Effective December 1, 2008 (Winter Season), use of the NDCRC application
is mandatory for submitting seasonal, biennial unit tests and results of
unannounced tests.  Paper copies will not be accepted after December 1,
2008.

ACTION REQUIRED:  ERCOT requests that MPs promptly submit results of
unannounced tests within 24 hours of test completion. Failure to submit
the required information or inform ERCOT of the inability to submit the
information will result in the outcome of an unannounced test being
decided solely based on data collected by ERCOT.
