SHORT DESCRIPTION:  Single entry Resource Asset registration to support both zonal and nodal markets

INTENDED AUDIENCE:  REs, QSEs representing REs

DAY AFFECTED:  January 5, 2009

LONG DESCRIPTION:  Effective January 5, 2009, all new and updated Resource Asset registration for both zonal and nodal markets will use the Resource Asset Registration Form (RARF) or Load Resource Asset Registration Form.  Resource Entities (REs) will use the RARF to submit resource parameters in support of market and operational systems, system planning, and the network operational model.  The Generation Resource Asset Registration Form (GRARF), Generation Data Forms, and LaaR Registration Form will be replaced with the RARF.   

Authorized RARFs submitted during the nodal market registration period that ended December 12, 2008, will be the baseline for revisions in either zonal or nodal markets.  For revisions to existing resource registration data, submit the baseline RARF in accordance with the primary or alternative method described below. 

REs should provide ERCOT with instructions in the Texas Market Link (TML) Service Request if any revision made on the RARF should be applied to zonal; otherwise, revised RARFs will be tested for nodal market only.  One-line diagrams for new Resources or revisions to existing one-line diagrams should be submitted in portable document format (.pdf) attached to the TML Service Request. 

Resource Asset registration submissions using the GRARF or LaaR Registration Form will not be accepted after January 4, 2009.

The Distributed Generation and Non-Modeled Generation forms are to be submitted in the same fashion as the RARF, either through the primary or alternative method described below.

ADDITIONAL INFORMATION:  There are two methods of submitting the RARF, as follows:

PRIMARY:  New and revised RARFs should be submitted through the Texas Market Link (TML) located at https://tml.ercot.com. Submission through the TML link requires a valid Authorized Representative’s digital certificate.

ALTERNATIVE:  An alternate email signature document is available upon request from your ERCOT Account Manger for those that have technical problems submitting via TML. In that instance, the RARF may be emailed in both portable document format (.pdf) and Microsoft Excel spreadsheet (.xls) format, along with the signature document, to [log in to unmask] mailto:[log in to unmask]">[log in to unmask] and copy [log in to unmask] mailto:[log in to unmask]">[log in to unmask].
