SHORT DESCRIPTION:  Conditional North to Houston CREs

INTENDED AUDIENCE:  ERCOT Market Participants

DAYS AFFECTED:  Duration of double circuit outage affecting N-H CSC

LONG DESCRIPTION:  Protocol Section 7.2.3, Determining Closely Related Elements (CREs), provides that ERCOT staff may propose modifications to the list of CREs and shall present modifications to TAC for approval; if TAC takes no action within seven days, the proposed modifications shall be deemed approved.

On March 4, 2009, ERCOT proposed modifications to the list of CREs to TAC.  Per the ERCOT Bylaws and TAC procedures, an act of TAC requires affirmative votes of 67% of the eligible Representatives of TAC.  The TAC email vote to reject the ERCOT CRE proposal failed to receive the requisite number of votes to be declared an act of TAC.  Therefore, TAC took no action on the proposed CRE modifications, and ERCOT will implement the following conditional changes for the duration of double circuit outages affecting the North to Houston CSC:

ERCOT is updating the North to Houston CRE list to reflect the addition of the Peters to Flewellen 138kV line and the Tomball to Hockley 138kV line as CREs that will be used for the duration of the Singleton substation project when double circuits feeding into the Houston area from the North are unavailable.  These additional CREs are requested to assist ERCOT in setting North to Houston CSC limits during the Singleton substation cut in.
