(FERC) has requested from ERCOT a copy of the 2012 Summer Peak ERCOT Dynamics
Data. FERC has commissioned a new
study that will use Frequency Response to assess reliable integration of wind
and other renewable energy resources.
The study has three main goals:
(1) determine if frequency response is an appropriate metric to assess
the reliability impacts of integrating renewables; (2) use the resulting metric
to assess the reliability impact of various levels of renewables on the grid;
and (3) identify what further work and studies are necessary to quantify and
mitigate any reliability impacts associated with the integration of
renewables. The study will be
performed by Lawrence Berkeley National Laboratory (LBNL). LBNL has retained a consultant, Utility
System Efficiencies, Inc. (USE), to perform the dynamic portion of the
study. ERCOT has been asked to
provide the dynamics data directly to USE.
As
such, ERCOT intends to provide this sensitive data to USE through the use of a
Confidentiality Agreement (CA). The
CA will be very similar to the Transmission and/or Distribution Service Provider
CA allowed for under Section 1.3.6(7) of the ERCOT Protocols. Only USE Staff will have access to the
ERCOT dynamics data; no data will be shared with Market Participants or
manufacturers. FERC and LBNL will
not have possession of the ERCOT dynamics data, but will view/use the summaries
and results of the simulations from USE once completed.
However, in order to satisfy ERCOT’s obligations under the ERCOT
Protocols to disclose Protected Information to another party, ERCOT would like
to know if any Resource Entity has a specific objection to releasing this data
to USE. If so, ERCOT requests that
Resource Entities submit in writing their specific objections to the ERCOT Legal
Department by no later than Close of
Business on Thursday, July 2, 2009.
ERCOT will evaluate those objections and may speak directly with those
Entities (along with FERC and LBNL Staff) to alleviate their concerns.
