SHORT DESCRIPTION:  Request for Disclosure of 2002 - 2008 TCR Auction Data

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  Calendar Year 2002 - 2008

LONG DESCRIPTION:  ERCOT has received an inquiry from a Market Participant requesting the data which reflects the dollar amount that each winning Transmission Congestion Right (TCR) Account Holder has paid and has been paid for each annual and monthly TCR Auction from calendar years 2002 - 2008. Section 1.3.1.1(12) of the ERCOT Protocols indicates that TCR “ownership, credit limits or bidding information identifiable to a specific TCR Account Holder” shall be considered Protected Information until “six (6) months after the year in which the TCR was effective.”  As such, the data requested is no longer considered Protected Information under the ERCOT Protocols and is therefore available for release to Market Participants. 

Pursuant to Section 12.2 of the ERCOT Protocols, ERCOT will post the data requested regarding TCR/PCR awards and TCR Auction details at https://tcr.ercot.com/ under the Posting/News menu.  Interested Market Participants may then determine the amount paid to TCR Account Holders by merging these historical TCR awards with associated historical balancing energy shadow price data posted at http://www.ercot.com/mktinfo/services/bal/index.
