DESCRIPTION: This Notice is to inform the market of implementation
of a congestion related equipment status change. This configuration change is
for the San Angelo Power Station (SAPS) and SAN ANGELO RED CREEK (SARC)
stations. This equipment change will be effective on Wednesday, September 16,
2009.
The bus will be split at SAPS so
that the Shrew Tap, Pave Paws SWTECH and Ben Ficklin lines are connected to one
bus. The breakers connecting bus SAPS14 and SAPS24 will be opened. The San
Angelo South Tap, San Angelo Southland Hills and the Schkade lines and the 138
kV to 69 kV autotransformer at SAPS will be connected to bus SAPS14.
Additionally at SARC, the Ben Ficklin to Ballinger line will be isolated from
other 138 kV lines and the 138 kV to 345 kV autotransformers at SARC.
AEP worked with ERCOT outage
coordination to relocate the 138 kV to 69 kV autotransformer at SAPS and has
recently completed the work and proposed the splitting of the buses at SAPS.
ERCOT studied this proposal and has no reliability concern with the proposal.
The benefit of the split is that it will isolate the SAPS Shrew line from the
345 kV system at Twin Butte and this should reduce congestion on the SAPS to
Shrew and Shrew to Menard lines. This split was discussed at the May 28, 2009,
Congestion Management Working Group (CMWG) meeting. For additional information,
