LONG DESCRIPTION: Per
Market Notice M-A022609-01, ERCOT received a proposal from Texas-New Mexico
Power Co. (TNMP) for a new Special Protection System (SPS) at the Heights
substation. This SPS is intended to protect against post-contingency
overloading on the Greenbelt – PH Robinson 138 kV line for the loss of
the Heights – Freeway Park / PH Robinson 138 kV Double-Circuit.
Effective May 29, 2009, this SPS was placed in service.
However, ERCOT was not previously notified by TNMP that the SPS was operational
until last month. This SPS is of local nature and does not affect transfer
limits or zonal congestion.
