SHORT DESCRIPTION:  3-Part Communications training available in LMS

INTENDED AUDIENCE:  All Market Participants responsible for grid operations

DAY AFFECTED:  Recommend completing course before January 31, 2010

LONG DESCRIPTION:  The North American Electric Reliability Corporation (NERC) Reliability Standard COM-002-2, Communication and Coordination, Requirement 2 requires 3-Part Communications when a Reliability Coordinator, Transmission Operator or Balancing Authority issues a directive. There are similar rules in the ERCOT Protocols Section 5.4.3.

The Electric Reliability Council of Texas, Inc. (ERCOT) has developed training available through the Learning Management System (LMS) to clarify how 3-Part communications are to be applied in the ERCOT Interconnection. It is recommended that this training be completed by those personnel in the region who issue or receive directives or those who manage or supervise personnel who issue or receive directives; all personnel involved in grid operations. The objective is to decrease communication errors among operating personnel to better maintain reliable operations and to be compliant with NERC Standards and ERCOT Protocols.

ACTION REQUIRED:  Each employee of ERCOT, and those employed by the Market Participants, that are involved in grid operations in the ERCOT Interconnection are encouraged to complete this training before January 31, 2010.

1.         Log onto https://www.ercottraining.com.

2.         If you have not previously established an account, you must do so prior to proceeding.

3.         Select the course listed under "Operating Standards (OS)" and titled "OS.3PC - Three Part Communications".
