SHORT DESCRIPTION:  Implementation Details of PRR811
INTENDED AUDIENCE:  QSEs Representing WGRs and Resource Entities

LONG DESCRIPTION:  PRR811 requires that a new value be sent to ERCOT by each Wind-powered Generation Resource (WGR). This value is referred to as the Real Time Production Potential (RTPP). A Qualified Scheduling Entity (QSE) must be selected by the WGR so that the RTPP can be sent to ERCOT through the QSE.

To implement PRR811 without requiring a new SCADA analog point, the RTPP shall be telemetered to ERCOT using the MWH point for all WGRs. This will not have an effect on ERCOT's reserve calculations. This solution will not require a delay for an Energy Management System (EMS) database load.
ACTION REQUIRED:  All WGRs should be prepared to begin calculating RTPP as per the Protocols and start providing it to their QSE on February 1, 2010. Additionally, QSEs who have been selected to provide the RTPP for a WGR should be prepared to begin sending the RTPP value to ERCOT using the existing SCADA analog point starting on February 1, 2010, or as soon as possible.
