SHORT DESCRIPTION:  ERCOT's Disclosure of LSE POSTEDAML Data Cuts
INTENDED AUDIENCE:  QSEs and LSEs

LONG DESCRIPTION:  ERCOT inadvertently included a data record labeled "POSTEDAML" in Client Data Reports (CDRs) posted for Operating Days November 21, 2009, through January 8, 2010, in some Qualified Scheduling Entity (QSE) files that included Adjusted Metered Load (AML) data for a Load Serving Entity (LSE) not represented by that QSE. This is a Nodal data record, which was not intended to be released to any Market Participant at this. Protocol Sections 1.3.1.1(7) and (9) classify such AML data identifiable to a specific QSE and LSE as "Protected Information" for 180 days and 365 days respectively after the applicable Operating Day unless posted on the MIS pursuant to Section 12. As such, the data was still considered Protected Information under the ERCOT Protocols when disclosed to other QSEs. ERCOT has removed all affected files and reposted corrected CDRs for Operating Days December 27, 2009, through January 8, 2010. Other than the removal of one erroneous data record, no other data contained in the CDRs was changed.
ADDITIONAL INFORMATION:  CDRs are produced through a manual process. These files are posted for QSEs in their Miscellaneous folders on Texas Market Link (TML).  All data contained in the CDRs is available in private and public extracts produced by ERCOT.
With the implementation of the Nodal Market, all data necessary will be included in extracts and the CDRs will phase out with the Zonal Market Settlements.
ERCOT will file a Notice of Protocol Violation in PUC Docket No. 27706, Reports of the Electric Reliability Council of Texas, to apprise the Commission of this issue.
