SHORT DESCRIPTION:  Administration of PUC Substantive Rule 25.476, Renewable and Green Energy Verification

 

INTENDED AUDIENCE:  All Generators in Texas

 

DAY AFFECTED:  March 1, 2010

 

LONG DESCRIPTION:  This Notice is to announce the continuing administration of PUCT Substantive Rule 25.476, Renewable and Green Energy Verification, for which ERCOT serves as the registration agent. This rule affects owners of generating facilities located in Texas and all Retail Electric Providers (REPs).

 

The purpose of PUCT Substantive Rule 25.476 is to establish the procedures by which REPs calculate and compose their renewable content pursuant to §25.475, General Retail Electric Provider Requirements and Information Disclosures to Residential and Small Commercial Customers, and to establish guidelines and verification for claims of “green” products.

 

By March 1, 2010, Texas-based Generators shall submit to ERCOT the following data for calendar year 2009: 

 

·         All Generators that are metered by ERCOT Polled Settlement (EPS) meters:

o   Shall submit the MWh-weighted average annual emissions rate, on an aggregate basis, for all of its generating units in Texas for carbon dioxide, nitrogen oxides, particulates, sulfur dioxide and nuclear waste.

o   Do not need to submit MWh and fuel mix information, as this will be pulled from ERCOT’s settlement database.

o   Shall use the form “Generators with EPS Meters”.

 

·         All Generators that are not metered by ERCOT Polled Settlement (EPS) meters:

o   Shall provide the MWh-weighted average annual emissions rate, on an aggregate basis, for all of its generating units in Texas for carbon dioxide, nitrogen oxides, particulates, sulfur dioxide and nuclear waste.

o   Shall provide the net generation in MWh from each of its generating units in Texas and the type of fuel used by each of its generating unit. Fuel mapping information is provided on the instruction tab.

o   Shall use the form “Generators with NO EPS Meters”.

 

The forms to be submitted are available at: https://www.texasrenewables.com/reports.asp. (One form for EPS metered Generation and one for non-metered generation.)

 

ACTION REQUIRED:  Texas-based Generators should provide the required information by March 1, 2010.
