SHORT DESCRIPTION:  Proposal to Disable Stanton East SPS #23 and install Stanton East SPS #46

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  February 22, 2010

LONG DESCRIPTION:  ERCOT has received a request to disable the Special Protection System (SPS) at the Oncor Stanton East substation (Oncor SPS #23). This SPS is intended to protect against overloads on the Stanton East – Midland East and Stanton East – Big Spring 138 kV lines. Transmission upgrades in the area are scheduled to be completed in May, and Oncor believes this SPS will no longer be necessary.

Concurrent to this request, Oncor has also submitted a proposal for a new SPS at Stanton East (Oncor SPS #46) to be installed once SPS #23 is disabled. This replacement SPS is intended to protect against overloads on the Stanton East – Midland East 138 kV Line and is temporary until Competitive Renewable Energy Zone (CREZ) lines are tied into the Odessa Extra-High Voltage (EHV) Switching Station.
