SHORT DESCRIPTION:  WGR Turbine SCADA Implementation of PRR830

INTENDED AUDIENCE:  QSEs Representing WGRs and Resource Entities

DAY AFFECTED:  June 1, 2010

LONG DESCRIPTION:  Protocol Revision Request (PRR830), Reactive Power Capability Requirement, was approved by the ERCOT Board of Directors on November 17, 2009. Although PRR830 has been appealed by certain Entities representing Wind-powered Generation Resources (WGRs) to the Public Utility Commission of Texas (pending PUC Docket No. 37817), only the December 31, 2010, deadline for compliance with the Reactive Power capability requirement for  existing WGRs has been suspended while the PUC docket is pending. See Order No. 6 in Docket No. 37817. The remaining portions of PRR830 were effective on December 1, 2009.

As such, this Notice is to remind WGRs of Protocol Section 6.5.7.1(10) which requires WGRs to provide a Real-Time SCADA point that communicates to ERCOT the number of wind turbines that are available for real power and/or Reactive Power injection into the ERCOT Transmission Grid. WGRs must also provide two (2) other Real-Time SCADA points that communicate to ERCOT the following: 

(a)       The number of wind turbines that are not able to communicate and whose status is unknown; and

(b)       The number of wind turbines out of service and not available for operation.

WGRs must comply with the requirements of paragraph (10) by no later than June 1, 2010.

ACTION REQUIRED:  All WGRs must begin sending the required Real-Time SCADA points via ICCP no later than June 1, 2010. SCADA points are to be sent via the WGR’s Qualified Scheduling Entity (QSE) ICCP data link to ERCOT.
