SHORT DESCRIPTION:  NDCRC application enhancements

LONG DESCRIPTION:  The Net Dependable Capability and Reactive Capability (NDCRC) application has been available for Market Participants through the Texas Market Link (TML) since September 1, 2008. This application is a web interface that allows Qualified Scheduling Entities (QSEs) with Generation Resources to submit the ERCOT required seasonal High Sustained Limit (HSL), biennial unit reactive tests and results of the unannounced tests online. The application also provides mechanisms that allow Market Participants to enter and submit test data, reactive capability curves (D-Curves) and D-Curve data points.

New fields have been added to both the seasonal High Sustained Limit (HSL) and biennial unit reactive test forms located in the NDCRC application, per the NERC Reliability Standard TOP-002-2, Requirement 13 “Weather, Water Conditions, Fuel Quality and Fuel Quantity”. These fields have been added per discussions with Operations Working Group and as part of implementation of OGRR232, Revise the Process for Submitting Biennial Unit Reactive Limits (Lead and Lag).

ACTION REQUIRED:  ERCOT asks that QSEs complete these new fields the next time seasonal and/or biennial unit tests are submitted.  It is not necessary to back-fill these new values on previous tests.
