NOTICE TYPE: R-A121110-04 FINAL: Outage - Update to notices R-A121110 and R-A121310 – Retail Transaction Processing Outage
INTENDED AUDIENCE:  LSEs and TDSPs
SHORT DESCRIPTION: ERCOT experienced a retail transaction processing outage from 09:25 to 21:24 on Saturday, December 11, 2010.
 
ERCOT also had an outbound NAESB outage from 21:41 on Saturday, December 11, 2010 through 09:58 Sunday, December 12, 2011.
DAY AFFECTED:  Saturday, December 11, 2010 from 09:25 to 21:24 and 21:41 Saturday, December 11 to 09:58 Sunday, December 12, 2010.
LONG DESCRIPTION:  ERCOT experienced a retail transaction processing outage from 09:25 to 21:24 on Saturday, December 11, 2010 and from 21:41 Saturday, December 11, 2010 through 09:58 Sunday, December 12, 2010.
 
The first outage impacted all retail transaction applications, including the Customer Registration Database, Enterprise Application Integration database, Electronic Data Interchange database, and NAESB.
 
Market Participants did receive NAESB error messages, and when ERCOT’s NAESB came back up, transactions that had been queued at Market Participants side did flow into ERCOT.
 
The second outage impacted outbound NAESB only, the backlog of transactions from the first outage was processing at ERCOT, and was sent outbound Sunday, December 12, 2010, starting at 09:58.
 
At this time, ERCOT is processing all retail transactions.
ADDITIONAL INFORMATION:  Transaction protocol timings were not impacted as the outages occurred during non-business hours.
 
The root cause for the first outage was an internal hardware failure on Saturday at 09:25.
 
Separately, ERCOT experienced an application failure for NAESB outbound on Saturday at 21:41. The NAESB application encountered a database connection error and required a restart of the application services to restore transaction processing.
